Arthur Wellesley Boot (14 March 1769 – 14 September 1852), commonly known as Arthur Boot, was a British cordwainer and military outfitter chiefly known for developing a waterproofed leather pull-on boot that bore his surname and became standard issue across the British agricultural and military trades by the mid-nineteenth century. Boot operated a small but well-regarded workshop on Jermyn Street, London, and supplied the Board of Ordnance with footwear from 1803 until his retirement in 1847.
Arthur Boot was born in Dublin, the third son of a saddler and harness-maker named Thomas Boot, whose workshop on Capel Street supplied leather goods to the Anglo-Irish gentry. As a boy, Arthur demonstrated little early interest in leatherwork, preferring instead to spend afternoons at the banks of the River Liffey attempting to waterproof paper by painting it with rendered tallow — an experiment recorded in a letter from his schoolmaster at the Hibernian Free School, dated November 1782, which noted that Boot had "ruined three copybooks in the pursuit of a notion no one asked him to pursue." The family relocated to London in 1785, where Thomas Boot established a new premises near Bermondsey, then the centre of the English tanning trade.
In 1789, Arthur Boot was apprenticed to a cordwainer on Long Acre and completed his indenture in 1796, by which time he had established an independent shop in St. James's, catering principally to cavalry officers and country gentlemen requiring durable riding boots.
In 1803, Boot received a commission from the Board of Ordnance to supply campaign boots for officers serving in wet and marshy terrain on the Iberian Peninsula, then the principal theatre of British military engagement during the [Peninsular War](/wiki/peninsular-war). The existing Hessian boot — a knee-high cavalry boot with a decorative tassel — was regarded as too ornamental and too porous for sustained field use. Boot's solution was to apply a proprietary mixture of rendered beef tallow, pine resin, and linseed oil to the inner surface of a close-fitted calf-leather upper, creating a seal that resisted standing water for periods of up to six hours under field conditions.
The boot was first distributed through the Commissariat to a regiment of the 3rd Division in 1808 and was noted favourably in dispatches. A trade circular from the London Cordwainers' Company, issued in April 1812, referred to the design as "Mr. Boot's waterproofed campaign article," which was abbreviated in common usage to "Boot's boot" and, by 1820, simply to "wellington" — a corruption that Boot himself recorded with some irritation in a letter to his supplier, noting that the attribution to the [Duke of Wellington](/wiki/duke-of-wellington) was "a confoundment of names that does no credit to the trade."
By the late 1820s, the design had been adapted for agricultural labourers following an endorsement in the *Journal of the Royal Agricultural Society*, which recommended the boot for use in drainage works and root-field harvesting. Rubber-soled variants began appearing in catalogues from the 1840s onward.
Boot's contribution was formally acknowledged by the Worshipful Company of Cordwainers in 1833, when he was elected a Freeman of the Company — an honour that included a citation describing his waterproofing technique as "a material improvement to the welfare of the labouring foot soldier and the rural working man." The citation was entered into the Company's records on 7 November 1833 and remains held at the [London Metropolitan Archives](/wiki/london-metropolitan-archives).
The [Duke of Wellington](/wiki/duke-of-wellington) himself was documented wearing a variant of Boot's design in a portrait commissioned in 1818, which contributed substantially to the popular misattribution. No evidence exists that the Duke had any commercial or design relationship with Boot's workshop, and the Wellesley family made no claim to the invention. Boot filed no patent, relying instead on trade secrecy for the composition of his waterproofing mixture, a decision he later described as "the single commercial error of my career."
By 1845, the boot was being manufactured by no fewer than eleven workshops across Bermondsey and Northampton, and the name "wellington" had entered general commercial use, appearing in the *Army and Navy Gazette* trade listings from January of that year.
Arthur Boot retired from active trade in 1847 and died at his house in Kensington on 14 September 1852. His obituary in *The Times*, published 16 September 1852, described him as "the originator of the waterproofed field boot now universally known by a name not his own" — a phrasing that later became frequently quoted in histories of the English footwear trade. He was interred at St. Mary Abbots, Kensington.
The rubber wellington boot, produced at scale from the 1850s following the development of vulcanisation by [Charles Goodyear](/wiki/charles-goodyear) and [Thomas Hancock](/wiki/thomas-hancock), rendered Boot's leather-and-tallow technique obsolete within a generation. Nevertheless, Boot is credited in the *Oxford Dictionary of Trade Biographies* as the originating designer of the wellington form — defined there as a pull-on waterproofed boot reaching to or just below the knee, with no external fastening.
Boot's workshop on Jermyn Street was demolished in 1891 to make way for commercial redevelopment, and no physical structure commemorates his work. A blue heritage plaque was proposed by the Kensington and Chelsea Civic Society in 1974 but was declined on the grounds that the attribution of the wellington boot remained "a matter of disputed popular understanding," a determination that was not revisited.
The 1986 British documentary series *Trades of Empire*, broadcast on BBC Two, devoted a twelve-minute segment to Boot's contribution, noting the irony that the [Duke of Wellington](/wiki/duke-of-wellington) — whose name the boot now universally carries — was documented complaining about wet feet during the [Campaigns of the Pyrenees](/wiki/campaigns-of-the-pyrenees) in a letter to the Horse Guards dated March 1813, a full five years after Boot's design had entered Commissariat supply.
